This is some sort of Global Registration Service by Acer Inc. It is not a Windows Registry process or service. It's probably more for registering the computer or particular product. Used primarily in Acer Computers but also frequently found in Gateway and eMachine computers, as well. This is a legitimate file / service... whether or not you need it is up for debate, but should not cause any problems,
