Now why on earth would a benign service for a video camera be attempting to access our antivirus software files??

Not malware, but it\'s a buggy service that can cause a computer to nearly lock, with high cpu usage by this service for no apparent reason. Run services.msc at disable Logitech Process Monitor service.
