The NclUSBSrv.exe process is a part of the Nokia USB Media Server from Nokia PC Suite. It is used to anable the PC Suite synchronize with the Nokia phone through a USB cable.
Recommendation:
The NclUSBSrv.exe process is not an essential file to the computer performance. Disabling it or enabling it is down to the user's options.

There is a Service called ServiceLayer which restarts these Ncl* processes. Stop that service and all will be well.

I really cannot understand since if its Nokia related, I am sure it would be easy to uninstall. Yet it stays there and if you kill it (I tried varies programmes) it re-appears in a few seconds.

i closed down PC Suite but this process continued to stay alive. When I kill it it comes back up...

... any connection services in memory (one for each connection type you use i.e. NclBCBTSrv.exe or NclMSBTSrv.exe for Bluetooth, NclUSBSrv.exe for usb etc.
