The PrcView.exe process is an executable file of the process viewer utility, which is designed to display detailed information about processes running under Windows.

The PrcView.exe process can also be a file added by the  W32/Agobot-RT. When started this infection connects to an IRC server where it waits for remote commands. It can log key strokes, list or terminate services and processes, harvest email addresses, flood a given IP address, locate product keys or execute arbitrary commands. In this situation, it is a security risk to your computer system. We recommend you to remove this infection process immediately. 

Recommendation:

The PrcView.exe process is not an essential file to the system performance. Disabling it or enabling it is down to the user's options.
