StartupMonitor.exe

The StartupMonitor.exe process is a part of the Mike Lin's StartupMonitor, which is a small utility running transparently and alerting you every time when there is any program registers itself to the starup list. It monitors the system for any changes to the startup list and asks for the administrator's permission. 

Recommendation:

The StartupMonitor.exe process is not an essential file to the computer performance. Disabling it or enabling it is down to the user's options. If you use Mike Lin's StartupMonitor, then you should leave this process running.
