Windows Live ID Service tracks users credentials for MSN Live Services subscribers, allowing easy access during the transition from one MSN/Hotmail/Windows site to the other and a few 3 party sites. I recall reading this WLID service combinds those of MS's older, similar, services-- such as Passport and Microsoft Wallet.
