I have blocked / renamed / deleted this yet it keeps coming back! I don\'t ever use internet explorer yet it seems to open for a second every few seconds as a system process. No matter what I try it keeps coming back. The version on my pc is definitely third party malware. (and not the usual windows malware)

Although they are correct, I have seen cases where IEXPLORE.EXE has been on and the browser not actually on. This is usually after a virus has been on your computer leaving nasty spyware undetectable by many scanners.

if you go to show details and look closely at the file name you will see that look a likes are spelled incorrectly. The one that I blocked was named iexplore.exe I highly doubt that Microsoft misspelled a name of their file

What if it is located in C:\\Program Files\\Internet Explorer? And why does it show as 0 bytes in the properties dialog details tab?
