The peerblock.exe process is an execuatble file of the PeerBlock from PeerBlock, LLC, which is a program designed to let you control who your computer "talks to" on the Internet. It can help you block communication with advertising or spyware oriented servers, computers monitoring your p2p activities, computers which have been "hacked", even entire countries. It can prohibit sending them anything either.
